We use websence in my district and the students get through it by using proxy servers or the caching feature on websites like Google.  It seems to stop our average computer using student pretty well. It works with a Pix (sp) box so that's we we have it.

Definately check out websense.  Surfcontrol requires three registry hacks on win9x machines to force a logon to the domain before being able to access the internet.
