  Hmmm, so that is a whole different network prefix.  So it could be
something as lame as someone who still thinks 98/8 is unallocated
(bogon) and is thus filtering it.

  Not a bad idea, but keep in mind that it may not be the website
operator, but an intermediate network operator (between you and them).
 Or it could be the website operator, of course.

  hping can do that; it's available for Win32.  Usage is a bit
cryptic, and you have to dig around to find the version that works
with Win XP SP2.  Someone else suggested "tracetcp", which is new to
me, but the website looks promising.  I'd try that first.

  Same someone also mentioned "ancillary programs".  tracetcp claims
to just need winpcap.  Pretty much every useful network tool I've
found for Windows needs winpcap.  :)  It's a trivial install, no
reboot needed, basically just some DLLs, I think.
