Frame relay can be a "full T1".  I believe you want to ask if Chris is
running "PtP T1s". ;-)

Some providers do something like this:

* Order PtP T1 from telco
* Terminate on "magic box" that speaks FR to downstream
* "Magic box" speaks ATM to ISP core network via uncongested OCx.

Note that this is totally different than running over a telco-provided
frame cloud.  Providers can offer/deliver 100% CIR.  One can verify
100% CIR by confirming lack of FR drops on the router interface.

OTOH, consider that an HDLC T1 could secretly be converted to ATM or
MPLS, statmuxed, and oversubscribed.  Search for:

        AToM HDLC

for more information.

Bottom line: "Frame Relay" isn't _ipso facto_ evil.  Check your
interface statistics, regardless of line protocol. :-)
