While I haven't found a way to log who is doing it, I've found that it usually happens when people double click on a folder in explorer and move their mouse slightly between clicks. We're still small enough that I have a pretty good idea who the culprits are, so I just set these registry entries for them in the login script:
HKCU\Control Panel\Desktop\DragHeight=20 HKCU\Control Panel\Desktop\DragWidth=20 The means that the need to move the mouse at least 20 pixels to activate a drag/drop operation.
