Not that this will help, but at least some of this is probably a case of twitchy-mouse syndrome ... instead of double-clicking a folder to open it, the [l]user[s] in question click-drag-drop the folders accidentally. I forget what happens if you set the read-only flag on the folders. If that prevents [l]user[s] from writing inside that folder, that won't work. But it might prevent the accidental movement ...
