We had this issue with WPA2 security and the fix was
http://support.microsoft.com/kb/840669/en-us. Specifically, we set the
GpNetworkStartTimeoutPolicyValue to 60. That worked well for us.

Subject: Wireless Car that supports Pre-Logon connect

I have one station in a remote location not receiving app deployments
via GPO. It seems the card doesn't support pre-logon connections. This
feature doesn't exactly scream out in google searches for wireless NICs.

is appears that the Linksys WMP54G supports this feature as long as you
use the Broadcom drivers instead of the Linksys drivers. Are people here
doing this? Or are there better cards out there? The price range of the
Linksys is what I would be looking at, and it's around $50.
