I've run the MSICU utility, often, on XP and Win7..  It works.

I that case you either need to remove the registry entries or you can run 
the Microsoft Windows Installer Cleanup utility.  Unfortunately, that is 
not offered by MS anymore but you can still find it out there for 
download.

If you install it from the web site it will work.  If you try a manual 
install from the AIP that it will fail.

There is a problem with some of the version 10 msi files leaving entries 
in the registry during the uninstall.  If you get the error "InstallAX.exe 
is not marked for installation" or the plugin version that is what your 
problem is. You can delete these entries in HKey Classes 
Root\Installer\Products.  Once those are removed you should not have any 
issues.

What is the problem you are running into?  I have had some problems 
deploying Flash but I have resolved them.
