I just use "shadow 0" to get console status.  However, I had to set a GPO for 
the servers to allow it.

Again, I do not know if person's RDP
connections are failing completely, or he simply cannot get to the "Console"
session.  However, on those of us who still use XP, beginning with
SP3, the "/console" switch does not get one into the "Console"
session.  For up through Win 2003 R2, "mstsc /admin" does
get me into the console session (no opportunity to play with RDP connections
to Win 2008 systems yet).
