Not an IIS guru at all, but keep in mind there are hundreds of free services that let people create rss feeds from sites that don't offer rss. Even static sites. The feed will not actually come from your site, nor have your url in it. So even if you block rss from iis, you'd need to figure out a way to stop those crawlers from accessing your sites.
