This question confuses me... you'd need some kind of application or
content engine to generate an RSS feed--it does not materialize on its
own or as part of IIS's base features.

That said, if you have an IIS server that is already hosting
applications that *do* generate RSS, and wish to break those features,
URL filtering is probably the easiest way.  But some background info
on what problem this is attempting to solve would be really helpful.
