This question confuses me... you'd need some kind of application or content engine to generate an RSS feed--it does not materialize on its own or as part of IIS's base features.
That said, if you have an IIS server that is already hosting applications that *do* generate RSS, and wish to break those features, URL filtering is probably the easiest way.
