Did you install Silverlight for IE 64 bit or 32 bit? You are probably using the 32 it version of IE so you may need to download the 32 bit version of Silverlight. However, I could be completely wrong!

Even went as far as cleaning/deleting all registry entries for Microsoft Silverlight, rebooted, installed Silverlight....no go. Not sure what is going on.
