Hmmm.... I am running a Dual Core 2 system with Windows 7 64bit with IE9 and Silverlight is running fine on my system.
Try using this site as a test http://bubblemark.com/silverlight2.html If you go to that site, you should see a box with some green bubbles bouncing inside the box.
