At least one of us is confused. (Or did you make a typo?) NetBIOS-over-TCP is a transport for NetBIOS. WINS is a naming service for NetBIOS-over-TCP. If you have NetBIOS-over-TCP then you *want* WINS. If you *disable* NetBIOS-over-TCP then you can get rid of WINS.
