Have you tried disabling the firewall?

Yes the network is working, the only issue is with the printers.

 

Not laptops, Brand new Dell Dimensions. Diagnosis & repair finds nothing
wrong. Swapping network ports with a working machine does not make any
difference.

Is network even working on the Vista machines and are they laptops?   If so
do a Diagnosis and Repair from the Network and Sharing Center.  You might
want to try that anyway.  I have had that happen with some buggy support
software from a vendor running the Diagnosis and Repair usually fixes
whatever the issue is.
