I'm going to go out on a limb and say no, since the ways you can manage Core Edition is through MMCs, WMI, Remote Shell, or TS to the local shell. That and Core Edition only allows you to run it in specific, pre-defined roles. It's not like you're going to go and install just anything you want in Core Edition.
