I haven't seen it with power supplies, but I have seen it with hard drives 
- work fine when spinning, once stopped not enough umph to get spinning 
again.  I'd say at least quarterly when applying the MS patches it would 
be a good idea to power down you servers all the way just to prevent such 
surprises.

After doing a full backup, of course :)

Along the same lines, it's also a good idea to reboot your server before 
applying patches - just to make sure there isn't some other pre-existing 
problem.  If there is, you can at least troubleshoot it independently of 
wondering if the patch did the dirty deed...
