So, I was actually just going to send a follow up to this, as I figured out where I even got the "deregistration" concept from. In the configuration of our DHCP server (properties, DNS tab), there is a checkbox that says "Discard A and PTR records when a lease is deleted", which is checked.
This is technically a delete and not any kind of deregistration, but it's the same concept as what we have been thinking was supposed to happen, as long as the DHCP client is shut down properly (typically at computer shut down) and the DHCP server receives that, it removes the DNS entries. After much reading and testing, I see if we were fully on DHCP, it would be a non-issue. And, as Ben pointed out, there are GPOs one can configure that have to do with this, but that only works for DHCP clients as it has to do with the lease with the DHCP server and not the DNS registration. There is only one very rare scenario in our environment where I can see a problem with what we have and I've sent that to our techs so they know to watch out for it. Otherwise, I believe it is working as designed and we need to find another fish to fry. There's a Group Policy setting which tells a Windows DHCP client to release its DHCP lease on shutdown.
