How much data are you talking about? Where is it currently stored? What are your user requirements for getting access to this data? RPO/RTOs for the solution? Etc.
You can go all the way up to something like Symantec Enterprise Vault. But the question is whether you need these features or not. Once it's there, presumably it's not being backed up weekly along with your primary data, so how are you creating an offline "full and final copy" should the secondary storage fail please?
