In addition to the excellent responses already given, please note that the phrase "Small Business Server 2003 machine that is not our domain controller" doesn't make any sense in the context of SBS 2003, at least from what I remember about it. I think SBS 2003 must hold all FSMO roles for what is limited to a single domain forest, so by definition it has to be a domain controller. You can have additional DCs, but the SBS machine should be a DC unless you're running an unsupported configuration.
