No.  The special breaker was to bridge the two phases (in North America
anyway).  Even then it's not always required.  I have the Western Digital
powerline devices, on different phases without a bridge and I get 49 Mbs.
For a test I put them on the same phase and got 120.  I use one in the den
to stream video/music and an IP security cam.  Had it about 2 years and
after installing them, I haven't touched them.  I liked the WD because each
end has a 4 port switch.
