It could. The signal degrades rapidly with distance In single family homes I wouldn't worry about it (unless I was doing something nefarious). In townhomes, apartments, condo's that might not have a transformer in between units, a filter would work. Most do though have encryption.
I was setting up a second pair of devices for my non-technical son in law. Even on the same phase the unencrypted pair couldn't even see the encrypted pair at an IP level. I'm sure at the powerline level it was still visible, but that is well beyond my knowledge base.
