  Web filtering suffers from the same problems as signature-based
anti-virus, but orders of magnitude worse.  There's too much stuff to
ever hope to keep track of it all; there's too much legitimate stuff
that one can't predict; it's not like software where one can often
limit the field to a handful of things needed.
