I was thinking if you have a system doing email filtering and one to do web filtering there are appliances now that combine the two. I am sure IronPorts do this now and maybe WebSense too (although I don't know for sure). Might be worth considering combining the two if cost is a major factor, although for IronPorts I can only speak personally about the (admittedly awesome) email filtering side.
