Thanks. Found it! It is ONLY viewable through share and storage management 
under file services in server manager and it is enabled by default.

ABE is enabled by default when you use the File Server role and add the shares 
through the Server Manager console.  You have to explicitly turn it OFF for new 
shares (or so I've read in the new Redmond magazine.  Still haven't gotten a 
chance to work with 2008, but now that it's RTM... )
