V2 is currently a CTP - Community Technology Preview. You've got to jump through some hoops to get it. Take a look at the PowerShell team blog.
Much of the functionality of the QAD cmdlets is now built-in, I haven't done a one-for-one comparison. MSFT took a somewhat different tack on satisfying the A/D needs than Quest did.
