Doesn't it just ask for activation again?

In all probability, this is a licensing restriction rather than a technical
one. In which case I'm not surprised that they didn't help you work around
it.

OEM software licenses are tied to the physical machine they were sold with,
so importing that license to a virtual machine is a violation of the EULA.

Apparently you cannot move an oem version of windows to vmware. Anyone got
any idea how to work around this?

Microsoft has been no help. They just give me another number of somebody
who doesn't speak English.
