Well, I've determined that the problem is caused by Quickbooks versions 2006
and later.
Quickbooks 2006 has no apparent workaround that I can tell (if you know of
one, please feel free to correct me).  QB 2007 and & 2008 have a client only
mode that can be selected at installation and doesn't degrade network
performance, the former IT guy installed QB inconsistently on user's
laptops, so that's why it was masked so well.
Since changing positions from tax department to tax/IT I didn't have as
urgent a need for QB, so never got around to re-installing it, then when
setting up a couple of new computers, I noticed the performance hit after
installing QB 2006.
