Ok i walked over to a 2003 r2 physical box that is in the computer room.
Joined the domain and added TS.
reboot. added testuser to remote desktop group. opened up mstsc and
logged in as testuser. works just fine! No license server at all.
 
So what is in this virtual server making it act like this? My clone is
the same R2 config as the physical server.
