  That's probably the most popular way, but not the only way.  WinCE
running on a smartphone can generally use it as a cellular modem or
mobile Internet link.  Some combinations of software/hardware allow
you tether a WinCE device to either a cell phone or a desktop PC, and
use the modem/Internet via the tether.  The tether may be serial
cable, USB cable, or Bluetooth wireless.  Maybe others.

  You can potentially access any network resource, given the right

  There are Ethernet (wired) CompactFlash cards, but I don't know
if/how well they work with modern WinCE devices.
