Try using Gpresult from a command line on the workstation to see if the
policy is being applied. Also, you might run gpupdate /force or gpupdate
/target:computer

On the domain controller to make sure the policy is being updated.

            I created a test OU added a server and applied computer policy
to the OU. When I logged in with a user the policy didn't get applied.

Some more information would help. What objects are in this OU? What is the
GPO doing? is this a User or computer policy? What have you tried already to
troubleshoot?
