Is the OP using the Group Policy Management Console? That gives you a nice view of what is blocked, what is enforced........

When I took over none of the policies that I roll out to individual OU don't seem to work. You may have network or configuration issues that are preventing your workstations from updating group policy at all, which the GPMC can't really help you with.
