Did you wait long enough for a refresh cycle?
 
Simplest ways to begin testing locally are gpupdate /force then use 
gpresult.exe and/or rsop.msc.

Depending on what kind of policies you are applying a reboot may be in order.

            I created a test OU added a server and applied computer policy to 
the OU. When I logged in with a user the policy didn't get applied.

Some more information would help. What objects are in this OU? What is the GPO 
doing? is this a User or computer policy? What have you tried already to 
troubleshoot?
