There aren't any Office 2007 ADM files from Microsoft that you can load to do this for you?
Just about everything in Office 2003 was controllable via the additional ADM files you could download from the Microsoft website. Thing is, if you log onto that PC as someone other than the person that ran the installer it doesn't apply.
