I've seen it several times. A domain joined laptop and also a desktop. Logon with the desktop wired to the LAN.
Change the password. The laptop is away, boot it up, logon with the old cached password. Connect to the LAN via VPN. Wait about 5 minutes and the pop-up comes up on the laptop. Lock it, and unlock it using the new password. In this case it is totally legit. I can see the same thing if a user was logged on two or more machines. Change password on one machine and eventually the other machine would need the new credentials.
