Create Active Directory Group and only add the five users for your application and publish to that group. Lock down your desktop with Group Policy so that they cannot create file associations. Is there anyway to stop users from launching applications on the server for which I do NOT have licenses for - BUT - continue to allow this behavior for users that I DO have licenses for? Example: All users can "right-click" any file in and choose "Open With.Choose program", and choose Publisher. Say I only have 5 licenses for Publisher, and therefore I only want 5 people to be able to do this.. Does this make sense?
