Got it here:

If you run Windows Update manually, it is detected. Get the file for offline
installation here (I used WGET on this URL and it worked fine):

Easier to cut and paste, also works in WGET: http://tinyurl.com/4exqlf or use
http://previews.tinyurl.com/4exqlf if you don't trust me ;-)

Feedback so far:

XP SP3 - dslreports.com

Here are some of the unexpected things that XP SP3 changed on my system
    (detected by WinPatrol).

    1. Added DIMS Notification Handler to startup.
    2. Reinstalled Windows Messenger which had been removed.
    3. Registered Terminal Services ActiveX Client Control (redist).
    4. Added two arguments to the command line for Windows Media Player
to open AVI files: "/prefetch:8 /open"
    5. Tried to associate MP3 files with Windows Media Player when they
    were associated with another program.
    6. Reinserted a shortcut to Windows Media Player in my QuickLaunch
    bar.

I am sure there are other changes WinPatrol did not detect. Buyer beware.
