This is built in to Windows 2008 - have a look at NAP/NPS:

There was an attempt to implement this in Windows 2003 R2, but I understand
it wasn't terribly effective.   Never implemented it myself.

Many vendors embed this sort of thing in switches.  Citrix builds this as
well into the Secure Access Gateway.
