So I grab a copy of QCheck that nice gui utility that does udp streaming tests and stuff, I drop it on my pc and the endpoint mapper on the ISA in the remote site, I run a 1000k test for 30 seconds, 5 times with an avg of 2.5% packet loss. Hardly close to the 30-40% hes seeing on the pbx so now we are investigating the switch in the colo and the poe switches.
