When that happened to us, put a volt meter in an outlet and it would read 70 to 90 volts depending on which leg was down. Some equipment could handle that lower voltage just fine. Other stuff would just not power up at all. If I remember correctly, it was usually laser printers that wouldn't work and maybe copiers.

Fast forward to this morning...PC comes up w/o issue but printer does not. Confirm all connections, try different plug on surge protector, new surge protector, direct into several wall outlets. Duke Power comes out and fixes connection...printer comes up. What gives? Need I say again, every freakin' component in the building is working w/o a problem during the loss of one of the phases.
