Run it as a machine script. Those run elevated. Or GPO the permissions.

Subject: setting perms at login

I have a .ini file for an app in the \Windows or \Winnt folder that I need to
modify permissions, Im thinking I could just run a calcs on it during the login
script but this doesn't run under admin credentials right?

Anyone have another way, I could use that joeware app to create a .job to
specify a privileged account, but thought I would toss out for any ideas.

Thx
