Only time I've seen those before is when the machine still needs a reboot or logoff/on to install software. We do computer-based installations, and when we see it, it basically translates to "Oh, group policy refreshed and just told me I have software to install. But, I see that it needs to happen on reboot/logon, so, I'm going to wait to install anything until that happens."
