Richard,

This is all laid out it detail on pages 159-161 from Jeremy Moskowitz's
big-o-green group policy book.  Its about when a software distro (and folder
redirection) gp's will take affect.  You don't want those two kicking in any
old time during the day.  Logon optimization is also known as fast boot.
During a background gp refresh, these two classes of policies get processed
differently than the others and it will take two or maybe three reboots to
make it kick in.  All the GP's we set to install software are issued to the
computer node, and have all taken at least one reboot, rarely two, but never
three (for us at least).

I would just reboot the client system, but you can change how GP processes
with another GP to disable fast boot.
