The DHCP client service is responsible for doing Dynamic DNS and DHCP.  If the 
server has a static IP the service still does DDNS to register on the DN 
server.  If you stop that service the server will no longer attempt to do DDNS. 
 Then when you add the static A record it should keep the box unchecked.  

Exactly why do you want to keep the box unchecked?  If a server is doing DDNS 
then it will keep it's A record on the DNS server and update it if you change 
it.
