Ok - thanks.  Disabling the DHCP client service is what I needed to know.  

I needed to disable DDNS.  DHCP is done by a Linux server that I dont control 
and the lease time is 4 hours.  Computers and laptops are CONSTANTLY changing 
IP address's and I have a lot of OSX clients that heavily rely on Reverse 
Lookup Zones.  

So I set up aging and scavenging to 2+2.  The no-refresh is 2 hours  and the 
refresh is 2 hours, so effectively an A record can be scavenged every 4 hours.  
Unfortunately, with this enabled, Domain Controller, FileServer, and Exchange 
Server DNS records were being scavenged too. 

Now hopefully with the DHCP Client service disable, the delete this record when 
stale box will stay "Unchecked" , I can scavenge every 4 hours, and not lose 
RDNS and A records....
