Keep in mind that the secondary dhcp only works when the first one is offline, so if you do a 60/40 you need to make sure the 60 has enough addresses.
If you run out of ip's on the primary dhcp scope and a computer requests when it will simply get denied and it will keep trying, it doesn't goto the 2nd dhcp server and ask again. I would say your just as well as setting your dhcp timeout to the default of 8 days which means you can be without dhcp for 7 days and not have an issue..
