Huh? That's not how DHCP works at all All DHCP servers that see the initial request for an IP address, and have spare IP addresses, will respond with an offer. The client will then choose to accept one of the offers (it should be the first one received)

If you run out of ip's on the primary dhcp scope and a computer requests when it will simply get denied and it will keep trying, it doesn't goto the 2nd dhcp server and ask again. I would say your just as well as setting your dhcp timeout to the default of 8 days which means you can be without dhcp for 7 days and not have an issue..
