This is interesting... the my pictures setting is (or used to be) in the gpo that does the folder redirection. Under User configuration\Windows Settings\Folder Redirection\My Documents, click on properties. Switch to the "settings" tab.
On mine, it is there, but is grayed out now--bottom section that says "my pictures preferences". I haven't tried changing or creating one for several years.
