It seems to be that way, sadly. We use Fortinet here and they do sell the SOHO units to the public via local agents. But at $500+ for the first year (hardware and subscription service) plus another few hundred for annual subscriptions that is more than most are willing to pay. I can tell you that for our small offices they are great for site to site VPN, content filtering, A/V. My admin also likes that I can enforce our Internet usage policies to small remote sites.
