Not sure how this works with OEM, but for downgrade don't you have to get
the 2003 key from MS - you can't just plug in the 2008 key for a 2003
server, can you?  I know with open licenses you get a separate key for the
older OS if you wish to use your downgrade rights...

Yes, its an inactivated install with the wrong key effectively.

 

I have an OEM 2008 standard server key that I want to use for it (2008 keys
have downgrade rights) - but it wont let me do it.
