Subject: PDF Editing Software

Anyone know of some (preferably free) PDF editing software? I don't
necessarily need to manipulate an original document, just make notes
over the top of it and add text to blank fields. Am I stuck with Adobe
Standard? Will Adobe Pro/Pro Extended do the same thing?

Thoughts?

Thanks!
